The model projects to promote the employment of low skilled workers in North Rhine- Westphalia were stipulated by the debate on how to increase low-wage employment in Germany. One important particularity of this initiative was that it had been discussed and prepared by a group within the “Bündnis für Arbeit NRW” (Alliance for Employment). Within the finally agreed twelve projects different approaches and instruments to reintegrate low skilled unemployed people were tested. Some projects were established by companies, others by non-profit organisations and in two cases by local authorities. All in all, 710 people were hired by the projects or placed to another employer. The aims regarding the prior target groups were realized to a considerable extent: Almost 74% of all employees had not completed a vocational training within the German dual system of apprenticeship. Around 70% of the employees had been unemployed for more than one year before. The “price” for the large proportion of disadvantaged people, however, had been that the average subsidies per job were quite high.
