Working-time patterns are changing in all European Countries. Analysis is inevitable like taking a snapshot of a moving object. We have tried not only to describe the current situation but also to analyse change factors in order to get an idea of the direction of change and the influence of institutions that influence working-time structures. The major change on the supply side is the increase of workforce participation of women, especially of women with children. The major change on the demand side of the labour market is the new need for a more flexible work organisation. The critical developments on the supply and the demand side of the labour market require a proactive response by the institutions that influence working hours. A proactive approach has to take into account the different needs of employers as well as employees and find ways to reconcile them. This requires a modernisation of working time structures by implementing four strategies: (1) Promotion of new types of flexible post-tayloristic work organisation, (2) Individual options for flexible lifelong working hours, (3) Extension of public child care to increase options for parents, (4) Lifelong learning to allow for more mobility in flexible life-long working time patterns.
