The aim of this report is to sharpen awareness of people involved in the labour market that the classic compensation-based redundancy payment schemes – the main path followed today – have little future. In the last few years, the legal framework has been transformed in order to reduce the burden on social security systems. As a result, it is almost impossible for companies to finance the current practice of excluding older employees from the work process prematurely.
On the basis of three exemplary case studies in Germany and Austria, alternatives to the compensation-based redundancy payment schemes are shown. With the help of support instruments, such as structural short-time working, grants to social schemes measures and labour foundations, combined with active social scheme, a transition labour market between old and new employment was created in which professional reorientation and possibly a qualification could be achieved. As well as giving a comparative analysis showing whether transition labour markets are beneficial to the employability of the employees concerned, including underprivileged employee groups, this report also looks at the discussion of segmentation theory. Here the question was considered as to whether existing labour market inequalities could be reduced by means of transition labour markets.
