The workshop documented here aimed at a presentation and discussion of various cases of co-operation on the level of regions and enterprises between EU-Europe and the ac-cession countries. The underlying assumption is that innovation oriented networks which encompass the “old” and the “new” members of the European Union can con-tribute to the economic and also to the political and social integration of an enlarged Europe. Co-operation and networks can help to compensate for weaknesses and to fos-ter strengths. This is the background to our explorative workshop, which was committed to investigate how regional and enterprise networks are structured in practice, which kind of issues are best suited and who might be the appropriate agent to organize and carry on such networks. Learning more about the constituent components and processes we hope to find answers to our long-term research questions. The cases presented and discussed in this workshop show that networking, specifically cross-border networking, requires high organizational efforts and, presumably of even more importance, the ca-pability and capacity of actors to co-operate: networks display their potential not through their structure but through the processes they facilitate, which is learning and innovation.
