The transition to a modern service society is a hard task in all highly industrialised countries. Additional demands in Germany are the solving of economic problems due to the reunification and the reduction of unemployment. Different scientific concepts have been proposed. However, political strategies must pilot further development of the tertiary sector distinctly in a generally advantageous manner. Therefore we scrutinised the hitherto accomplished structural change as well as the employment forms and the industrial relations in this sector and undertook three case studies. The results show that Germany has a highly productive but less labour-intensive service sector. In particular service provision within the manufacturing line of business expanded strongly. The growth of social and personal services is hampered mainly by a relatively low level of female occupation and short working hours, not that much by prices. Favourable are recently started joint efforts of employers and trade unions for a continuous reform of the German dual system of professional training. A more flexible organisation of work would be helpful. First of all necessary are adjustments of the whole social system to create better opportunities for women to balance domestic duties and gainful employment.
