Abstract:


In the period between 1994 and 1999, the Land of North-Rhine Westphalia has carried out a variety of labour market programmes oriented toward specific target groups. The Institute for Work and Technology has evaluated three of these programmes over several years. The report presented here is based on intensive case studies, respectively on extensive interviews with providers of and participants to employment and training measures. It is an important milestone within the evaluation to estimate the input and the outcome of active labour market programmes.

In view of the shift in paradigm currently under way in the German labour market policy, which aims at a stronger activation and faster placement of unemployed persons, a decline of active labour market policy is to be feared for the future, not only at the quantitative but also at the qualitative level. However, as our effect-analytical investigations have revealed, such active measures are more than indispensable: A long-term (re)integration into the labour market likewise presupposes and requires a more flexible promotion of unemployed persons, with measures being tailored to individual starting conditions and abilities. In this respect, the present study provides an important contribution to the German debate on labour market policy reforms.
